Draft Ballina Local Area Plan (LAP) 2024-2030 

Notice is hereby given that Mayo County Council pursuant to Section 20 of the Planning and Development Act 2000 (as amended), Article 14 A-E of the Planning & Development (Strategic Environmental Assessment) Regulations, 2004 (as amended), Article 6 of the EU Habitats Directive (92/43/EEC) and the Birds Directive (79/409/EEC) as amended, and the European Communities (Birds and Natural Habitats) Regulations, 2011 (S.I. 477) has prepared a Draft Local Area Plan (LAP), draft Local Transport Plan (LTP), a Strategic Environmental Assessment (SEA) Environmental Report, an Appropriate Assessment (AA) Stage 2 Natura Impact Report and also a Strategic Flood Risk Assessment (SFRA) for Ballina.

The Draft Ballina Local Area Plan along with the reports outlined above will be on public display and may be inspected from Tuesday 19th December 2023 to Thursday 8th February 2024 (excluding weekends and public holidays) at the following locations:

  • Planning Office, Áras an Chontae, Castlebar, Mayo, F23 WF90 (Monday-Friday 9am-5pm)
  • Ballina Civic Offices, Arran Place, Ballina, Mayo, F26 E5D7 (Monday-Friday 9am-5pm)
  • Ballina Library, Pearce Street, Ballina, Mayo, F26 R229 (Tuesday-Friday 10am-5pm, Saturday 10am-4pm (Closed Monday & Sunday)

Written submissions or observations in respect of the Draft LAP, the SEA Environmental Report, AA Natura Impact Report and Strategic Flood Risk Assessment (SFRA) for Ballina made to the Planning Authority during such period will be taken into consideration before the Plan is adopted by Mayo County Council.

How to make a submission

Written observations or submissions in respect of the Draft LAP, the SEA Environmental Report, AA Natura Impact Report and Strategic Flood Risk Assessment (SFRA) for Ballina made to the Planning Authority during such period will be taken into consideration before the Plan is adopted by Mayo County Council. Submissions/Observations must be received between: Tuesday 19th December 2023 and by 5:00pm on Thursday 8th February 2024

Submissions/observations to be made by one medium only and should include:

  • Full Name & Address of person making submission/observation a map (if required for identification purposes)
  • Details of organisation/community group/company which you represent where relevant.

Submissions/Observations may be made either directly here using this website or by post. Emailed submissions will not be accepted.  

Please be advised that in accordance with the requirements of the Planning and Development Act 2000 (as amended), all submissions/observations received will be published online in accordance with the requirements of the Planning Act. and will also form part of the statutory Chief Executive’s Report to be submitted to the full Council.

Children or groups or associations representing the interests of children, are entitled and encouraged to make submissions or observations on the Draft LAP.

All observations or submissions received before the closing date will be taken into consideration before the making of the Ballina Local Area Plan 2024-2030.

Material Alterations to the Draft Castlebar Town & Environs Local Area Plan (LAP) 2023-2029 

CLOSED

Notice is hereby given that the Members of Castlebar Municipal District, having considered the Draft Castlebar Local Area Plan 2023-2029 and the Chief Executive’s Report in respect of submissions received, have resolved in accordance with Sections 20 (3)(e) of the Planning and Development Act 2000, as amended, that the Draft Local Area Plan be amended. The proposed amendments constitute material alterations to the Draft Castlebar Local Area Plan 2023-2029.

In accordance with Section 20 (3)(f) of the Planning and Development Act 2000 (as amended), Mayo County Council has screened the Proposed Material Alterations for the need to undertake Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) and has determined that: SEA is required with respect to certain Proposed Material Alterations; and Stage 2 AA is not required for any Proposed Material Alteration.

A copy of the proposed Material Alterations to the Draft Castlebar Town & Environs Local Area Plan 2023-2029, the SEA and AA Screening Determinations in accordance with Section 20 of the Planning and Development Act 2000, as amended, and associated SEA and AA documents (including information on the likely significant effects on the environment of implementing the proposed Material Alterations that is included in the SEA Environmental Report on Proposed Material Alterations) will be available for public display and may be inspected from Wednesday 23rd August 2023 to 4.00pm on Wednesday 20th September 2023 (CLOSED) inclusive during normal opening hours at the following locations:

Written Submissions or observations with respect to the proposed Material Alterations to the Draft Castlebar Town & Environs Local Area Plan 2023-2029, the SEA and AA determinations in accordance with Section 20 of the Planning and Development Act 2000, as amended, and the associated SEA and AA documents (including information on the likely significant effects on the environment of implementing the proposed Material Alterations that is included in the SEA Environmental Report on Proposed Material Alterations) are invited from members of the public and other interested parties. Written submissions or observations must state the full name and address of the person or relevant body or agency making Material Alterations and should be clearly marked “Proposed Material Alterations to the Draft Castlebar Town & Environs Local Area Plan 2023-2029”and should quote the relevant proposed material alteration reference number(s) (which commences with ‘MA’).
